The Max tickets per code setting limits how many tickets (or vouchers) a single customer can purchase using one pre-sale code.
The limit applies per customer (tracked by user account or browser session). So if Max = 4, each person can buy up to 4 tickets with the shared code. Different people can all use the same code, each up to their own limit.
The limit applies to that specific registration. One code = one user = up to Max tickets.
